No, we do not require a building permit for roofing at this time. If you hire a contractor, they must have a valid City business license. Ice and water barriers are required per Sec 905.1.2 of the 2018 IRC. When re-roofing, code states no more than 2 layers of shingles. Installing shingles on top of existing layers may void the warranty and reduces the life expectancy.

As long as there are no structural changes to the residence then no permit would be required.
If you are planning on altering a load bearing wall then yes, a building permit would be required.
Adding on to an existing structure will also require a permit.

No permit is required for an existing driveway repair or replacement as long as the footprint is the same and no street cuts are involved.
If there are streets cuts involved or additional footage added to the driveway then a both a building permit and excavation permit would be required.

If you are the home owner and this is your primary residence then yes, you can do your own repairs, however if you rent out said property or are a renter of said property the repairs MUST be done by a licensed professional who is licensed by the City of Nevada.
